Draft 2019-2023 State Transportation Improvement Program

The STIP is a five-year investment program that prioritizes federal funds for improvements to our roadways, bridges, transit systems, and bicycle and pedestrian facilities throughout the Commonwealth. MassDOT and our regional Metropolitan Planning Organization (MPO) partners collaborated to develop this draft STIP. The STIP reflects the regional transportation priorities found in the thirteen regional Transportation Improvement Programs (TIPs) developed through metropolitan planning processes.

Each of the MPOs referenced their respective Public Participation Plans to facilitate and guide participation at the regional level on their respective TIPs to ensure an inclusive public process. During the development of the thirteen regional TIPs, MPOs held numerous public meetings across the Commonwealth to solicit comments from members of the public, elected officials, and other stakeholders. Recommendations concerning proposed transportation investments were in part prioritized by utilizing regionally adopted Transportation Evaluation Criteria to score projects. After evaluation of potential projects, each MPO voted on investments to prioritize in their respective TIP.
