The annual MassDOT Transportation Innovation Conference provides a forum for innovative  transportation systems, management ideas, and initiatives. Each year, the conference provides an important opportunity for transportation practitioners to share knowledge, sponsor peer-to-peer learning, and collaborate on issues of mutual interest. Conference participants will have the opportunity to discuss the advantages and challenges associated with the innovative methods and technologies being presented. 

The MassDOT Transportation Innovation Conference is open to all transportation practitioners from federal, state, and local transportation agencies, Metropolitan Planning Organizations, transit agencies, academia, and private industry.

Innovative Inspection and Predictive Analytics for Tunnels and Culverts 

Come and join in on the discussion of the various innovative inspection techniques. MassDOT's bridge replacement project over the Connecticut River in Springfield incorporates both traditional and advanced inspection methods. This presentation highlights the use of 3D/thermal laser scanning by AID to capture high-resolution images and thermal data, detecting visible and hidden defects such as cracks, spalling, and water leakage. Additionally, it explores the integration of machine learning, to enhance culvert maintenance and inspection efficiency. With an 88% accuracy rate in predicting culvert conditions, a risk-based prioritization strategy using Likelihood of Failure (LOF) and Consequence of Failure (COF) enables targeted maintenance.

Integrating Large-Scale GIS and BIM for Digital Innovation at State Agencies 

As technology advances, integrating BIM and GIS is essential for seamless asset management and project visualization. This presentation introduces GeoBIM, that merges GIS and BIM data for more efficient infrastructure management. This exploration includes GeoBIM for large-scale rail projects, showcasing its advantages over traditional BIM tools. Meanwhile, the Vermont Agency of Transportation (VTrans) is advancing digital delivery. This presentation highlights the evolution of digital delivery at VTrans, using a specific project example, and sharing key lessons and demonstrating how 3D modeling improves design quality and construction efficiency.

Data-Driven Strategies for Safer Roads: Berkshire Safe Streets, and RIDOT’s and VDOT's Systemic Safety Programs

As roadway safety remains a top priority for MassDOT, innovative, data-driven programs are transforming transportation planning. In Berkshire, a program uses crash data from the Massachusetts Crash Data Portal to identify high-risk areas, developing a High Injury Network (HIN) to guide targeted safety interventions, infrastructure upgrades, and policy changes, aligning with Vision Zero goals. Similarly, the Rhode Island Department of Transportation (RIDOT) has enhanced its systemic safety program through risk-based analyses and the Highway Safety Improvement Program (HSIP), using ArcGIS-based automation to improve midblock crosswalks, horizontal curves, and intersections. Meanwhile, the Virginia Highway Safety Improvement Program (VHSIP) has shifted to a systemic approach, implementing predictive analysis to identify high-priority corridors and deploy proven safety treatments such as high-visibility signal backplates, flashing yellow arrows, and rumble strips. These presentations highlight how to leverage technology and data integration to enhance roadway safety and reduce serious crashes.

The Geospatial Technology group at MassDOT created a forum for GIS users called SWAG (Spatial Website Analysis Group) to share applications, analyses and ideas that use GIS technology, either on our GeoDOT platform or in a standalone space with the potential for future integration with our platform. Over the last few years, MassDOT has elevated this forum to large-scale collaborative venues, such as the annual Innovation Conference, to allow the greater GIS community to share how they are innovating and building new and exciting GIS tools. Public agencies are increasingly adopting Design-Build (DB) and Design-Build-Operate-and-Maintain (DBOM) procurement strategies to accelerate construction and drive innovation. As these delivery methods evolve, integrating climate risk and resilience assessments is essential to ensuring long-term infrastructure performance. The MassDOT team collaborated with project engineers to develop preliminary engineering and contract specifications, guiding bidders in incorporating resilience into design, construction, operations, and maintenance. This balanced approach—combining prescriptive and flexible specifications—allows for continued innovation throughout the project lifecycle.? As transportation project delivery methods evolve, traditional fixed-price design-build (DB) faces challenges due to high-risk premiums and limited bidder participation. Progressive DB and construction manager/general contractor (CM/GC) models are emerging as viable alternatives. These presentations explore lessons learned from industry leaders, covering outreach strategies, delivery method selection, contractor procurement, incentive alignment, and team preparedness to ensure project success.

Additionally, the 2024 AASHTO Bike Guide offers updates to bikeway design, emphasizing connected, safe, and innovative designs for all users. Also, the Northern Strand Extension project in Lynn, Massachusetts, showcases a 2-mile separated bike lane, prioritizing cyclist safety and sustainable transportation with cost-effective solutions and community collaboration.

Enhancing Asset Management and Emergency Preparedness: GIS-Based Data Integration for MassDOT and Regional Evacuation Route Planning

S&EM will share progress on GIS based products that operationalize department plans and weather thresholds. These include a dashboard created for the Security Operations Center, which allows SOC Controllers to map incidents to MassDOT and Boston cameras, and workflows that will alert RMV locations of tornado forecasts. A second dashboard uses official weather data from the NWS and thresholds identified in MBTA Emergency Management Plans to notify MBTA of hazardous conditions. These products reduce guesswork related to weather conditions and speed up alerting to ensure a timely and more effective response.

Roundabouts Reimagined: From Interchange Redesign to Mini & Modular Applications

This session explores innovative roundabout applications at both large and small scales. First, a novel application with MassDOT on Route 2A over I-95 project in Lexington, which was the first I-95 project in Massachusetts to implement modern roundabouts as art of the on- and off-ramp system. This project will replace a cloverleaf design with hybrid and single-lane roundabouts, improve pedestrian and bicycle safety, and improve overall operations all while minimizing construction impacts through a detailed traffic management plan. Complementing this case study, our presenters will discuss findings from NCHRP Domestic Scan 23-01 to highlight emerging use of mini and modular roundabouts as cost-effective alternatives. Innovations and experiences from nine different agencies were summarized to understand these smaller-scale designs, including their safety improvements and school applications. This session will highlight innovative work underway at MassDOT’s Highway Division to improve internal practices and better support project delivery across the Commonwealth. A key focus will be on the development of a new Highway Division dashboard that distills complex project readiness information into a clear, actionable format. This tool not only supports improved decision-making within the agency but also contributes to broader national conversations about delivery challenges. As part of its engagement with AASHTO and other state DOTs, MassDOT is helping to lead discussions about widespread concerns around project readiness and the barriers that delay critical infrastructure investments. Delivering Smarter Bridges with Accelerated and Value Methods

While smart infrastructure demands grow, systematic approaches are redefining how bridges are planned, designed, and built. This session will highlight two bridge projects that showcase efficient, community-focused delivery. The Route 24 bridges over Canton Street in Randolph, MA applied ABC methods – prefabricated units, strategic lane reductions, and real-time traffic management systems – to replace two high-traffic bridges with minimal disruption, construction-time, and economic impact. The Bill Russell Bridge project, connecting Charlestown with the West End over the Charles River, applied Value Methodology throughout design to balance complex demands. Heavy traffic, historic preservation, multimodal access, and urban context were all taken into consideration in replacing this 120-year-old bridge. Together, these projects demonstrate how modern bridge delivery can combine efficiency, thoughtful design, and a systematic process to meet today’s infrastructure challenges.

Subsurface Utility Engineering: The Final Frontier

Accurate utility data is critical to delivering efficient, cost-effective transportation projects. This session explores how new technologies and frontloaded coordination practices are transforming subsurface utility engineering. In New Hampshire, a high-accuracy geodatabase of buried fiber optic cable along I-93 was developed using SUE techniques. Their work showcases how precise mapping, real-time data capture, and 360-degree imaging can streamline asset management, improve utility locations, and enhance corridor planning. In Massachusetts, MassDOT is reshaping how utility data is gathered and used throughout a project’s life cycle. By integrating SUE techniques early, design teams are reducing conflicts, avoiding costly relocations, and accelerating project timelines. Together, these approaches show how embracing innovation below the surface leads to smarter, faster, and more predictable delivery.

Coordinated Responses to Major Disruptions: Lessons from the Sumner Tunnel Closure

Large-scale infrastructure closures require seamless coordination, innovative planning, and a data-informed approach to minimize disruptions. This session explores the collaborative efforts and analytical tools deployed during the restoration of the Sumner Tunnel—one of Boston’s key transportation corridors. Attendees will learn how inter-agency coordination across MassDOT, MBTA, Massport, and local stakeholders helped launch and operationalize the successful “Ditch the Drive” campaign, which diverted thousands of vehicle trips to transit alternatives. Additionally, Massport will share how real-time transportation data, dashboards, and pilot roadway reconfigurations informed decision-making at Logan Airport to ensure access and reduce congestion. Together, these presentations highlight how proactive planning and shared information can drive effective responses to high-impact transportation events.

Road Safety Audit Peer Exchange

Come to this peer exchange on Road Safety Audits (RSA) in Massachusetts where you will learn about the newly released guidelines (MassDOT Road Safety Audit Guideline_Final_Oct 2024)  that include procedural changes, RSA requirements, new data needs, etc.  The real focus of this peer exchange will be a collaborative discussion on how we can improve RSAs and would love to hear your ideas.  These could be how to make RSAs more comprehensive, how to make them more useful, and how to more readily implement the recommendations that result.  We want to talk about the latest research in RSA enhancements and some interesting new tools that may be useful. This exchange is geared toward MassDOT District personnel, RPAs, local personnel, advocates, and consultants.

Reimagining Service Delivery at the MBTA

As the MBTA wraps up historic work clearing all speed restrictions on the system, launching Phase I of Bus Network Redesign, and offering income-eligible reduced fares, it is clear that the agency is no longer shying away from disrupting the status quo. This interactive session will highlight recent and highly impactful innovations at the MBTA, including but not limited to: 1) Navigating Diversions Digitally: industry-leading approach for modeling of rail disruptions and shuttle replacement service, 2) Income-Eligible Reduced Fare application: developing a custom, online application that uses API connections to RMV and EOHHS databases to confirm riders' identity and eligibility, 3) Freestanding Mini-High Platforms: Entirely freestanding mini high-level platforms built from repurposed material, allowing Commuter Rail stations to become accessible much more quickly and at a fraction of the cost as full station upgrades, and 4) Planning to Reliability: Development of the Asset Prioritization Framework to help guide asset investment and shift to reliability-centered maintenance. Following a brief introduction, the session will include mostly Q&A/discussion with facilitated experience sharing to help brainstorm if and how other transportation organizations/ services could utilize similar innovations to help improve service delivery.

Strengthening Transportation Systems to Withstand Extreme Weather

As environmental hazards grow more frequent and severe, transportation agencies are turning to innovative tools and strategies to assess risk, adapt planning, and strengthen infrastructure. This session highlights three forward-thinking approaches. Presenters will highlight a flood damage cost estimation framework applied to the MBTA rail system, showing that quantifying event-specific losses can guide effective adaptation, particularly at tunnel ingress locations. Next, the Asset Level Rainfall Analytics Exercise (ALRAE) tool developed from HNTB uses NOAA data to analyze extreme rainfall with high precision, supporting forensic evaluations of storms and helping agencies better understand and prepare for disruptive events. And a collaboration between state DOTs led to the development of Resilience Improvement Plans (RIPs). Examples will be shared from Connecticut and Kansas to reveal scalable methods for assessing system vulnerabilities and prioritizing projects. Join in to hear how these case studies present the tools and methods to support more adaptive transportation planning in the face of growing environmental challenges.

Pedestrian fatalities disproportionately occur after dark, making nighttime safety a critical focus for transportation professionals. Monica G. Tibbits-Nutt

Monica G. Tibbits-Nutt, is Secretary and CEO of the Massachusetts Department of Transportation (MassDOT). 
 
As Acting Secretary, Ms. Tibbits-Nutt is responsible for the four divisions of MassDOT: Highway, Rail and Transit, Registry of Motor Vehicles and Aeronautics. As Acting Secretary, she also serves on the Massport and MBTA Board of Directors.
 
Prior to her appointment, Ms. Tibbits-Nutt served as Undersecretary of MassDOT where, among other responsibilities, she led the effort to stand up the Office of Transportation and Climate Planning and Policy. She also served on the MassDOT Board of Directors and as the Vice-Chair of the Fiscal Management and Control Board (FMCB) that oversaw the MBTA. 
 
Ms. Tibbits-Nutt was also the Executive Director of the 128 Business Council, a transportation management association and regional service provider that builds privately funded, cooperative public transportation routes throughout the Route 128 West Corridor.
 
Areas of specialty include regional and transportation planning, urban design, and transit equity. In both her work and research, she is particularly interested in capitalizing upon every opportunity to better educate transportation stakeholders and the public about all aspects of the planning process. As part of this focus on education, she serves as the Vice President of the non-profit Youth Engagement Planning (YEP!), which brings urban planning and community advocacy into K-12 environments.
 
Ms. Tibbits-Nutt is an active member of the American Institute of Certified Planners and a LEED Accredited Professional in Building Design & Construction with the U.S. Green Building Council.

Jonathan Gulliver

Jonathan Gulliver was appointed State Highway Administrator for the Massachusetts Department of Transportation by Governor Charlie Baker in 2017 and reappointed by Governor Maura Healey in 2023. In this role, he oversees the daily operations of nearly 2,800 employees in MassDOT’s Highway Division. With a career spanning over two decades, Jonathan began as a construction inspector and has since become the longest-serving Highway Administrator in the Department’s history, having served under two governors and four secretaries.

Recognized as a transformational leader, Jonathan has restructured the Highway Division to enhance efficiency, safety, and modernization. Under his leadership MassDOT has doubled its annual advertisement program to a record $2 billion in 2024 to meet the demands of unprecedented state and federal infrastructure investment.

Jonathan’s leadership has been pivotal in delivering some of the Commonwealth’s most transformative transportation projects, including the rehabilitation of the Sumner Tunnel, the Commonwealth Avenue Bridge project, spearheading the launch of MassDOT’s air-rights development program. A strong advocate for sustainability and local collaboration, Jonathan has increased MassDOT’s focus on environmental resiliency and provided municipalities with enhanced support and funding to address long-standing infrastructure needs. 

Jonathan holds a degree in Civil and Environmental Engineering from Worcester Polytechnic Institute.

Hayes Morrison is the Undersecretary for the Massachusetts Department of Transportation (MassDOT) where she oversees five MassDOT teams – Office of Transportation Planning (OTP), Office of Performance Management and Innovation (OPMI), Audit and Compliance, the Chief Operating Officer, and the Lab@MassDOT. Undersecretary Morrison is proven leader with more than two decades of experience in transportation planning & strategy.

Prior to her appointment as Undersecretary, Hayes served as Chief of Staff at MassDOT from September 2023 to August of 2024, she also served as Assistant Secretary for Policy & Strategy at MassDOT, collaborating with members of the Governor’s Cabinet to achieve ambitious climate and resilience strategies, including planning the infrastructure necessary to implement EV charging across the Commonwealth. 

Prior to her time at MassDOT, Undersecretary Morrison served in leadership roles at the Massachusetts Port Authority, the City of Somervile, and the Boston Region Metropolitan Planning Organization. Hayes earned her degree from the College of Science and Mathematics at Auburn University and a master's in city & Regional Planning from Clemson University.

Pete Sutton is the bicycle and pedestrian program coordinator for MassDOT, where he manages updates to statewide plans, co-chairs the MA Bicycle and Pedestrian Advisory Board, and chairs MassDOT’s Moving Together conference. He is also member of the MassTrails Team and volunteers with local biking and walking advocacy groups. Pete has cycled or walked nearly every greenway and rail trail statewide from Provincetown to Williamstown.
