Saved by a Traffic Engineer: Advancing Multimodal Safety through Research and Practical Use of the MUTCD and other Design Guidance
The transportation engineering profession is at an important moment with calls to improve upon safety performance and increased scrutiny. The Manual on Uniform Traffic Control Devices (MUTCD) has been described as "notorious" for the difficulty it presents in implementation of a safe systems approach. In this short course, practitioners will be provided a summary of updates to the MUTCD with some insights into future direction from the National Committee on Uniform Traffic Control Devices.
The training will include materials from the most recent release of the American Association of State Highway and Transportation Officials Guide for the Development of Bicycle Facilities, also known as the AASHTO Bike Guide. It will also include other relevant multimodal design guidance from NACTO and ITE. The event will conclude with insights on traffic signal timing strategies to improve safety performance and insights into research that will further inform practice.
This event is free to attend and will run from 8:00AM to Noon with lunch to follow.
This event is accessible to people with disabilities and individuals with limited English proficiency. If you need a reasonable accommodation (such as American Sign Language Interpreters, assistive listening devices, handouts in alternate formats, etc.) and/or language assistance (such as translated documents or an interpreter) to fully participate, please email admin@umasstransportationcenter.org or 413-545-2604 at least 14 days prior to the event. Such services are provided free of charge.

- Peter Koonce
Engineer at City of Portland (OR)
Peter is an energetic leader committed to planning, delivering, and operating transportation systems that implement policies that improve lives while supporting those he works with. His career has ranged from in depth technical work, expert witness analysis, to executive oversight of transportation technologies. He brings a balanced perspective based on experience in both the private and public sector. His leadership in the transportation profession has lead to being named Chair of the Transportation Research Board’s Committee on Traffic Signal Systems and as a significant contributor with the National Association of City Transportation Officials (NACTO) providing key contributions on multimodal street design guidance. He served as an Executive Committee Member of the National Committee on Uniform Traffic Control Devices and as a voting member appointed by the Association for Pedestrian Bicycle Professionals. He was recently elected to the Institute of Transportation Engineers International Board of Directors, representing the Western District.
