The History of the Moving Together Conference – 25 Years and Counting
In 1998, both the statewide bicycling action plan and statewide pedestrian action plan called for the establishment of an annual statewide conference for educational and networking purposes. The first two of these conferences were held in Worcester, MA in 2000. In May, at Clark University, 50 people gathered to discuss only walking issues. Later in the year, at the Worcester Holiday Inn, 50 people met and focused on bicycling issues.
In 2005, the conference moved to Boston, and since then, interest in the conference and attendance has continued to grow. As it has, the conference has changed venues a few times to accompany larger audiences. In 2013, the conference was held for the first time at the Boston Park Plaza Hotel, and transit was added to the conference as a featured mode. The conference remained at the Park Plaza Hotel until 2023 when it moved to the Sheraton Boston Hotel. In 2014, over 650 people attended the conference. In 2020 and 2021, during the Covid pandemic, the conference was held 100% online. Since it returned in-person in 2022, the conference has sold out each year with over 1,100 people in attendance.
Every year, the Moving Together Conference brings together transportation leaders and individuals involved in the areas of transportation safety, planning, public health, bicycling, walking, transit, advocacy, education, law enforcement, and elected office. The conference sessions and speakers cover numerous related topics, sharing successful initiatives and programs, along with new tools and resources, and discussing strategies for addressing continuing challenges.

This event is accessible to people with disabilities and individuals with limited English proficiency. In February, Caltrans convened the first peer exchange for departments of transportation to discuss the issues related to AI adoption. Three unique statewide mobility plans aim to improve the user experience and are driving active transportation modes, such as emphasizing first and last mile connections. Phillip Eng
Phillip Eng is the Interim Secretary and CEO of MassDOT and General Manager and CEO of the Massachusetts Bay Transportation Authority (MBTA).
He is a Civil Engineer with more than 40 years of transportation experience, including President of the Metropolitan Transportation Authority’s (MTA) Long Island Rail Road and Interim President of New York City Transit.
In 2024, under Mr. Eng’s direction, the MBTA completed its ambitious and comprehensive Track Improvement Program to repair track infrastructure across the entire transit system and perform state of good repair work to provide longer term system reliability. More than 200 speed restrictions were eliminated during the aggressive 15-month program along five subway lines, reducing the percentage of tracks under restriction from 26 percent to zero, and returning an estimated 90 minutes of commuting time to riders.
Mr. Eng began his career in public service in 1983 as a Junior Engineer at the New York State Department of Transportation (NYSDOT) where he gained expertise in Structures, Bridge Inspection, Maintenance, and Design and Construction.
During his tenure at NYSDOT, Mr. Eng held positions of increasing leadership culminating as Executive Deputy Commissioner, throughout which he played a vital role improving project delivery for significant projects such as the I-81 Environmental Impact Study, the Rochester Train Station, and the construction of the new Kosciuszko and Mario M. Cuomo bridges.
Phillip Eng earned his Bachelor of Engineering at Cooper Union and is a member of the American Society of Civil Engineers.
Mr. Eng is the recipient of the 2025 Engineering Center Education Trust Leadership Award and the 2025 American Society of Civil Engineers, National, Government Civil Engineer of the Year Award.
Richard Davey
Richard Davey is the Chief Executive Officer of the Massachusetts Port Authority (Massport). As CEO, Davey leads an organization with revenue of $1.25 billion and a mission of connecting Massachusetts and New England to the world to support the Commonwealth’s economic, transportation and climate goals, while demonstrating a commitment to neighboring communities.
Massport’s portfolio includes Boston Logan International Airport, Worcester Regional Airport, Hanscom Field, the public maritime facilities in the Port of Boston including Conley Container Terminal and Flynn Cruiseport Boston, as well as commercial real estate in East Boston, South Boston, and Charlestown. Rich brings over two decades of experience in transportation and infrastructure. Prior to joining Massport, he served as President of New York City Transit, North America’s largest transit system. He was also a partner at Boston Consulting Group, advising transportation organizations globally. Earlier in his career, Rich served as Massachusetts Secretary of Transportation under Governor Deval Patrick from 2011 through 2014, and as General Manager of the Massachusetts Bay Transportation Authority (MBTA) in 2010–2011.
Rich is a graduate of the College of the Holy Cross and Gonzaga University School of Law. A native Bostonian, he and his wife reside in the Back Bay.
