The History of the Moving Together Conference – 25 Years and Counting
In 1998, both the statewide bicycling action plan and statewide pedestrian action plan called for the establishment of an annual statewide conference for educational and networking purposes. The first two of these conferences were held in Worcester, MA in 2000. In May, at Clark University, 50 people gathered to discuss only walking issues. Later in the year, at the Worcester Holiday Inn, 50 people met and focused on bicycling issues.
In 2005, the conference moved to Boston, and since then, interest in the conference and attendance has continued to grow. As it has, the conference has changed venues a few times to accompany larger audiences. In 2013, the conference was held for the first time at the Boston Park Plaza Hotel, and transit was added to the conference as a featured mode. The conference remained at the Park Plaza Hotel until 2023 when it moved to the Sheraton Boston Hotel. In 2014, over 650 people attended the conference. In 2020 and 2021, during the Covid pandemic, the conference was held 100% online. Since it returned in-person in 2022, the conference has sold out each year with over 1,100 people in attendance.
Every year, the Moving Together Conference brings together transportation leaders and individuals involved in the areas of transportation safety, planning, public health, bicycling, walking, transit, advocacy, education, law enforcement, and elected office. The conference sessions and speakers cover numerous related topics, sharing successful initiatives and programs, along with new tools and resources, and discussing strategies for addressing continuing challenges.
This event is accessible to people with disabilities and individuals with limited English proficiency. If you need a reasonable accommodation (such as American Sign Language Interpreters, assistive listening devices, handouts in alternate formats, etc.) and/or language assistance (such as translated documents or an interpreter) to fully participate, please contact Stephanie Cottrell at admin@umasstransportationcenter.org or 413-545-2604 at least 14 days prior to the event. In February, Caltrans convened the first peer exchange for departments of transportation to discuss the issues related to AI adoption. MassDOT, along with Northeastern University, recently convened to continue the discussion. This session will provide a recap of this latest peer exchange. This session will also include discussions on current and emerging workflows on the intersection between GIS and AI that will highlight statewide sidewalk and crosswalk inventories and ways to balance departmental adoption within a state's centralized strategy on AI.

Three unique statewide mobility plans aim to improve the user experience and are driving active transportation modes, such as emphasizing first and last mile connections. MBTA’s long-term service priorities, Full T Ahead, are geared towards helping people choose transit, and the T’s Mobility Integration Plan focuses on the connections between modes. Culvert replacement continues to be a major priority to safeguard rail and roadways in addressing regional flood risk under both current and future conditions. In Yarmouth, an abandoned drive-in theater site is repurposed into the Parkers River Landing and Boardwalk. Since the July 2024 publication of Beyond Mobility, Massachusetts’ 2050 Statewide Long-Range Transportation Plan, MassDOT has been advancing efforts to align organization, operations, and project development and delivery with the plan’s strategic goals and objectives. This session will highlight how the Strategic Business Plan lays the foundation for delivering the state’s 2050 vision, while the Highway Division’s new approach to managing Modernization Capital Investment Programs is streamlining the project development process to ensure capital investments over the next 5+ years meet the needs and goals of the Commonwealth, and in the nearer term, new Targeted Modernization Programs are delivering projects to improve conditions for Vulnerable Road Users.

Monica G. Tibbits-Nutt
Monica G. Tibbits-Nutt serves as the Secretary of Transportation and Chief Executive Officer of the Massachusetts Department of Transportation (MassDOT), where she oversees the agency’s four divisions: Highway, Rail and Transit, the Registry of Motor Vehicles, and Aeronautics. In this role, she also sits on the Boards of Directors for the Massachusetts Department of Transportation, the Massachusetts Port Authority (Massport) and the Massachusetts Bay Transportation Authority (MBTA).
Appointed by Governor Maura Healey, Tibbits-Nutt previously served as Undersecretary of Transportation, where she established the Office of Transportation and Climate Planning and Policy—the first of its kind in the Commonwealth. She was sworn in as Acting Secretary in September 2023 before assuming the permanent role.
Tibbits-Nutt previously served on the MassDOT Board of Directors from 2015 to 2021 and served as Vice Chair of the Fiscal Management and Control Board (FMCB), which provided oversight of the MBTA from 2015 to 2021. Prior to her appointment to the Governor’s Cabinet, she was the Executive Director of the 128 Business Council, a regional transportation management association that operates privately funded, cooperative transit services throughout the Route 128 West Corridor.
A certified planner and sustainability professional, Tibbits-Nutt is a member of the American Institute of Certified Planners (AICP) and a LEED Accredited Professional in Building Design & Construction. She serves on the Board of Directors for TransitCenter and is a founding member of Youth Engagement Planning (YEP), a nonprofit organization that introduces K–12 students to planning and civic engagement.
Originally from the rural Midwest, Secretary Tibbits-Nutt is a first-generation college graduate and a lifelong advocate for equity, access, and innovation in public service.
Richard Davey
Richard Davey is the Chief Executive Officer of the Massachusetts Port Authority (Massport). As CEO, Davey leads an organization with revenue of $1.25 billion and a mission of connecting Massachusetts and New England to the world to support the Commonwealth’s economic, transportation and climate goals, while demonstrating a commitment to neighboring communities.
Massport’s portfolio includes Boston Logan International Airport, Worcester Regional Airport, Hanscom Field, the public maritime facilities in the Port of Boston including Conley Container Terminal and Flynn Cruiseport Boston, as well as commercial real estate in East Boston, South Boston, and Charlestown. The Authority’s facilities generate nearly $22 billion in annual economic impact.
Rich brings over two decades of experience in transportation and infrastructure. Prior to joining Massport, he served as President of New York City Transit, North America’s largest transit system. He was also a partner at Boston Consulting Group, advising transportation organizations globally. Earlier in his career, Rich served as Massachusetts Secretary of Transportation under Governor Deval Patrick from 2011 through 2014, and as General Manager of the Massachusetts Bay Transportation Authority (MBTA) in 2010–2011.
Rich is a graduate of the College of the Holy Cross and Gonzaga University School of Law. A native Bostonian, he and his wife reside in the Back Bay.
