Description
This workshop will provide a refresher to the 2009 Manual of Uniform Traffic Control Devices (MUTCD) as well as the Massachusetts Amendments to the MUTCD. The class will review pertinent MUTCD sign standards and guidelines, as well as introduce sign management methods municipalities can adopt to meet FHWA requirements for sign standards, including retroreflectivity which plays a critical role in providing adequate nighttime visibility of traffic signs to motorists. In addition, the workshop will provide information and guidance relative to the recently passed Municipal Modernization Bill regarding changes to Speed Limit Regulations under Chapter 90, Sections 17 and 18. This workshop will review MassDOT’s requirements for local adoption of these statutes with a goal of creating uniform implementation standards that will optimize effectiveness statewide. Don’t miss this opportunity to learn about the 2009 MUTCD and information about Speed Limit Regulations that you should know to bring your city or town into compliance with FHWA and MassDOT mandates.
Target Audience
Municipal and State officials, Public Works Professionals, Police Departments, anyone responsible for the adoption, implementation, and maintenance of traffic signs and associated traffic rules and orders, ordinances and bylaws.

Rich Benevento is the President of WorldTech Engineering. With 37 years of experience completing transportation infrastructure improvement projects for municipalities and State DOTs, Mr. Benevento has a diverse background in transportation planning, engineering, regulatory permitting and funding programs. Rich currently serves as the Chairman of Parking and Traffic Commission for the City of Beverly, a position he has held since 2008 and is a member of the Massachusetts Municipal Association (MMA) Policy Committee on Public Works, Transportation and Public Infrastructure. Rich is a sitting member of the Commonwealth of Massachusetts State Transportation Innovation Council (STIC) and serves on several STIC subcommittees including Locally Administered Federal Aid Projects (LPA) Program, Smart Work Zones, Road Diets, and Safe Transportation for Every Pedestrian (STEP) subcommittees. Mr. Benevento is the 2013 Past President of the American Public Works Association - New England Chapter.

Senior Traffic Engineer at Howard Stein Hudson (HSH)
Mr. Michael Pompili has worked in the field of transportation engineering and planning for over 17 years. He has made significant contributions to both large and small scale projects for state and municipal clients throughout the Northeast and Midwest regions. Mr. Pompili manages the Traffic Sign Asset Management Program at WorldTech and has to date included data collection and compliance evaluation of over 100,000 municipal traffic signs in Massachusetts and New Hampshire. Mr. Pompili’s experience includes macroscopic and microscopic modeling of intersection, arterial, and freeway operations in urban and suburban environments; traffic signal design for MassDOT, RIDOT, and municipal clients; roadway design; temporary traffic control; peer reviews; and safety assessment and improvements for roadways and pedestrian facilities.
