Course Description
EPA’s new MS4 permit becomes effective this summer and requires municipalities to enhance their stormwater programs, with potentially major implications on stormwater program and good housekeeping budget and staffing needs. This presentation will guide participants through efficiently developing an effective stormwater program that meets the requirements of the 6 minimum control measures. Options for collaboration, work sharing within a municipality, asset management, and best practices will be shared. The workshop will feature case studies from successful municipal programs as well as guided peer sharing discussions. An update of MassDEP and MassDOT’s efforts in light of the new requirements will also be shared.
Participants can expect to learn more about new requirements of the upcoming permit with a focus on:
• first steps
• illicit discharge detection and elimination
• good housekeeping
• tips and tools for building an efficient program
Target Audience
Stormwater Coordinators, DPW directors, town engineers, anyone who will be involved with MS4 permit compliance in a planning or implementation role.

Annie Bastoni is a Project Manager within VHB’s Water Resources group focused on providing clients with innovative solutions to complying with stormwater regulations and other challenges. She served as MassDOT’s Stormwater Program Manager for 3 years working to strengthen their stormwater program with a focus on asset management, outreach, and stormwater best management practice (BMP) construction and inspection.
